These need no paid seat and no role, and they cost nothing for as many people as you like:
Inviting people to a workspace is also free. You can invite far more people than you have seats.
A paid seat is for the person who puts new content into a shared workspace: recording into it, uploading into it, or moving a recording into it. You pay for the people who create, not for the people who watch. A seat belongs to one person in one workspace.
The number of viewers has no effect on what you pay. Adding or removing seats is the only thing that changes your bill.
