The one permission that decides it, and whose Drive each copy ends up in.
You can save a recording to Google Drive if you're signed in and you're allowed to download it. That's the only test. Each person who saves gets a copy in their own Drive, never in the owner's.
Saving to Drive hands you a copy of the file, so it follows the same permission as downloading. If you can download a recording, you can save it to Drive. If you can't, Save to Drive doesn't appear.
Having access to watch a recording is not enough on its own. That includes recordings shared with you by link, shared with you by email, or shared through a workspace. All of them follow the same rule.
A per-recording Download setting takes priority over the owner's default. An owner can allow downloads on most recordings and block them on one.
The copy goes to the Google account of the person who chose Save to Drive. It's placed in a Rekorder folder in that person's My Drive.

Turning Download off stops other people from starting new saves. It doesn't remove copies people have already saved, and it doesn't take back anything you've already shared. If you don't want anyone to keep a copy, leave Download off before you share. Turn off the person's access to the recording with Unshare, or revoke someone's access.
